Scope and Contents

The Zoning Board of Adjustment Minutes contain meeting minutes and case decisions of the Zoning Board of Adjustment (ZBA) from its creation in 1923 to 2013. Minutes and decisions from 1998, 1999, 2001, and 2002 are not included in the collection. The records document zoning variances requested by property owners and the Board’s decision in each case. Information included in Zone Cases include the type of variance requested, findings of fact about the case, conclusions of law, and whether the requested variance or exception is granted or denied. As a whole, the collection provides insight into the administrative process of zoning in Pittsburgh throughout the 20th century.

Biographical / Historical

The Zoning Board of Adjustment (ZBA) was created in 1923 to implement and enforce Pittsburgh's first zoning ordinance (Ordinance No. 372, Series August 1923). At that time, the board consisted of three members, all City of Pittsburgh residents, that were appointed by the Mayor. Meetings were held at least once a month or as needed.

Today, the ZBA still reviews land use proposals in accordance with the Zoning Code. The Board’s work is supported by the Zoning Division and Permits, Licenses, and Inspections (PLI) of the City Planning Department.
